Lawmaker seeking to ban gay foster parents cites Bible
Senator says letter describes mission: holding conservatives accountable
By ROBERT T. GARRETT / The Dallas Morning News
AUSTIN - The author of a House-passed prohibition on gay foster parents says he feels called by God to make sure conservatives stick to their principles and discourage homosexuality. Rep. Robert Talton, R-Pasadena, spoke of his divine call in a letter he handed to Sen. Jane Nelson, R-Lewisville, about two weeks ago, after she criticized his amendment aimed at screening out gays, lesbians and bisexuals who are or want to be foster parents. Neither Ms. Nelson nor Mr. Talton would release or discuss the letter. Ms. Nelson has said the ban could displace foster children and prove costly for the state. Gay rights advocates have rallied to the Capitol in protest. Sen. Jon Lindsay, R-Houston, said he was shown the two-page letter. In it, Mr. Talton spoke of a religious mission to hold conservatives, including Ms. Nelson, accountable. Mr. Talton also cited several Bible passages to support his opposition to homosexuality, Mr. Lindsay said. "It's not something that I would say, let me put it like that," said Mr. Lindsay, who opposes Mr. Talton's amendment. "He was a little strident in his letter, there's no question about that," Mr. Lindsay said. "And he was using his religious beliefs to back up the context of his letter." Another lawmaker, who spoke only on condition of anonymity because he said he was shown the letter in confidence, confirmed Mr. Lindsay's description of its contents. Separately, Rep. Suzanna Gratia Hupp, R-Lampasas, said: "You've got a lot of information from somebody." She added Mr. Talton also showed her the letter "in complete confidence." Ms. Hupp, the House sponsor of the protective services overhaul bill to which Mr. Talton attached his amendment, described the letter as "not that big a deal," but added, "I realize, I recognize how somebody could possibly take offense to it. ... If you're in the wrong mood, getting that letter could be irksome." Mr. Talton declined to be interviewed Thursday, citing the press of legislative business. He has resisted an open records request for the letter by The Dallas Morning News.
