White House Expects Senate Panel To Pass Bolton Nomination. The Senate Foreign Relations Committee is expected to vote on John Bolton's nomination as ambassador to the United Nations today. While the networks passed on the story, a number of major dailies previewed the vote, noting the White House is confident that Bolton will pass but that Democrats are still working to stall the nomination. Knight Ridder notes Democrats may "still move to delay the vote," but Bolton "appears to have gained ground in recent days as no new charges against him have arisen and others appear to have been put to rest." Predicting victory, White House Press Secretary Scott McClellan said, "We've been in close contact with members of the committee, and...we believe that John Bolton will be voted out of committee and that he will be confirmed on the floor of the Senate." The New York Times reports that if one of the Republican Senators on the committee votes against Bolton, "the panel could take a second vote on whether to send the nomination to the full Senate, but without a positive recommendation." The Financial Times a Senate aide said the Democrats "would attempt to make four points: that Mr Bolton skewed intelligence, that he sought to remove people who disagreed with him, that he bullied colleagues and that he misled the committee on some of the allegations." The Wall Street Journal reports that Sen. George Voinovich "is viewed as the swing vote by both supporters and opponents of Mr. Bolton because he is believed to be the likeliest to cast a 'no' vote." Reuters reports Sen. Joseph Biden said he "was weighing whether Democrats should block the vote because the administration did not make available transcripts of intercepted communications involving Americans that Bolton sought from the National Security Agency." Meanwhile, the AP notes Sens. Joseph Biden and Christopher Dodd "said it is possible that Bolton's nomination could be blocked by a Democratic filibuster in the full Senate." Rice Calls Bolton "Eminently Qualified."
